Doctor Fraud & More Crimes

A handsome East Boca doctor accused of massive insurance fraud, plus kidnapping and violence in Boca Chase, DUI in Century Village and Boca Greens, drugs in Boca Pointe, and more.

Our lead crime story this week involves Doctor Max Citrin (age 36) of East Boca. The Nova Med School grad stands accused by the Sober Homes Task Force of racking up about $750,000 in false insurance claims for allergy testing and treatment. The claims were made to Blue Cross – Blue Shield, Cigna and Humana from 2015 to 2018.

He billed over $80,000 for just one patient over a 2-month span.

Oddly the paperwork does not show a home address for Citrin.

Citrin doesn’t seem to have much criminal history but he has a substantial traffic history including killing two pedestrians in a 2016 accident. He was also sued for eviction from his Oakland Park apartment on $900/month rent.

Citrin sold multiple handguns as part of the conditions of his release on bond.

As of yesterday it appears his license to practice medicine as a D.O. remains valid with no complaints.

Jeffrey Dougan (30) was arrested for kidnapping (false imprisonment), domestic battery and witness tampering. While riding home in an Uber from a night out, he noticed his girlfriend got a phone call from her ex-boyfriend.

They arrived at the home they rent in Impressions I, Boca Chase. He then grabbed her, forced her upstairs and locked her in a bedroom.

When she escaped from the bedroom and tried to call 911, he grabbed her by the neck, and locked her in the bedroom again.

Deputies observed swelling on her lip, bruising on her face, and abrasions on her head.

We see multiple priors for him with 37 cases in the Palm Beach courts including domestic violence, criminal traffic and more. Also a 2018 domestic stalking case from Broward.

Maybe he’s not the one.

In Coral Bay, the next subdivision of Boca Chase, Sashana Wilson was accused by her husband of shoving him in the chest and threatening to shoot him with a gun during an argument. The gun was in a closet.

We see no priors for Mrs. Wilson.

Jimmy Sun (30, Palladium in Boca Pointe) was arrested for multiple drug charges.

The encounter took place at The Brickyard on Palmetto near Powerline. Deputies noticed an unoccupied Dodge idling in a parking spot. This is apparently illegal so the deputies decided to try to find the vehicle’s owner.

As they approached Mr. Sun nearby, he began walking away, then jogging away. Deputies took him down. In the process they found cocaine on him along with baggies commonly used for drugs. They also found a key to a Jeep (not the vehicle that started this), searched it, and found more cocaine, a Glock 19 with an extended 31-round magazine a regular 15-round magazine, and a bunch of pills including Xanax, Oxycodone, and amphetamines.

Sun has a substantial record including a previous felony for possession of a firearm that got him a state prison sentence.

Kristin Clowers (32) was arrested in Cielo Boca (Boca Entrada) for trespassing. She was sleeping in a stairwell and had been previously ordered off the property the day before.

We see a few domestic violence and drug cases in her past.

73-year-old Thomas Dunning of Boca Greens was arrested for DUI after his pickup hit two mailboxes and a parked car on his street.

The deputy’s description is a bit unclear, but it appears Fire Rescue insisted on taking Dunning to the emergency room, making a breath test impossible. Deputies were unable to conduct field sobriety tests and the affidavit says that Dunning refused a blood test. It looks like the refusal happened in the ER.

Dunning may have a particularly good defense if the ER tested his blood and those tests show good numbers.

We see no prior arrests for Mr. Dunning.

Michael Vanden Bosch (28, Brighton subdivision of Century Village) was arrested for DUI on Dixie Highway in East Boca.

Another driver observed Vanden Bosch driving recklessly and followed him until Vanden Bosch stopped in a parking lot.

Vanden Bosch was arrested for DUI and taken to Boca Regional, where he refused a police blood test. Officers found syringes in the bar, but they were empty and no drugs were found.

We see a prior domestic violence case for him.

Michael Puleo (18, Bocar Condos on Clint Moore near Jog) was arrested for hitting his mother’s boyfriend with a bike lock during an argument. He was charged with felony aggravated battery.

As best we can tell Michael also lost the fight and was taken to Delray Medical Center.

We see no priors for him, and none for mom’s boyfriend as well.
