Big Hair Crime Report

There’s some fine hair styles and cocaine in this week’s crime report, featuring residents of Loggers’ Run, Boca Gardens, Boca Landings, Sandalfoot Cove, Boca Pointe, Watergate Estates, Boca Lago, and Meadow Lakes, plus East Boca.

Our first story involves road rage, a wooden staff and a Glock handgun.

Sean Kennedy Turner (49) of NW 9th Street in East Boca was arrested for felony aggravated assault and criminal mischief. The victim was driving down the street when his truck emitted a cloud of black smoke onto Turner, a pedestrian.

The victim parked at his destination shortly thereafter and found Turner swearing at him and threatening him with a four-foot wooden staff. While the victim reached into his truck for his Glock 42 (a 6-round .380 pistol, the smallest Glock), Turner began hitting the truck with the staff.

In an example of a firearm ending a crime, the victim pointed his pistol at Turner who immediately dropped the staff and laid down in the roadway. When the victim called the police, Turner ran away. Boca PD was able to track him down and he admitted the above facts and that he likely caused the victim to fear for his life.

We see no prior criminal history for Mr. Turner.

Hilana Marinho (34) of Boca Gardens was arrested for felony Medicaid fraud. She allegedly received over $10,000 in food assistance and Medicaid benefits by claiming to be unemployed when she was actually employed.

We see no priors for Mrs. Marinho.

49-year-old Richard Philipp was arrested for a scheme to defraud. PBSO reports his address in the Country Landing I subdivision of Loggers’ Run. That address is owned in his wife’s name, but the police affidavit indicates a Weston address.

This arises out of a 2017 Boca PD investigation. It’s not clear why the case was filed two years later. Philipp is accused of manipulating accounts inside the payment processing company where he worked. He allegedly reassigned accounts from salaried employees to an outside agent who happens to be his wife’s brother. As part of the scheme, supposedly his brother-in-law received greater compensation through commissions as an outside agent.

The police affidavit accuses Philipp of a scheme to defraud along with grand theft, apparently stealing over $100,000. Prosecutors only filed the scheme to defraud charge.

We suspect the complexity of the alleged scheme and the lack of internal controls at the company may make this a difficult case to prosecute. It’s also possible that prosecutors are using the initial charge against Philipp as leverage to get him to testify against his wife and brother-in-law. That’s only a guess.

We see no priors for Mr. Philipp.

Billy Ray Shuler, age 24, of East Boca, was arrested by PBSO investigators after an undercover operation. He allegedly sold ketamine to an undercover agent on two separate occasions. Shuler has had a couple of minor cases in the past.

Estefano Abedrabbo Mesias (31) of Meadow Lakes was arrested for DUI and cocaine possession in East Delray. This follows a late 2018 arrest and conviction for DUI on Yamato near I-95. In both the current case and the 2018 case police found cocaine in the car, but it appears the DUI charges were both based on alcohol.

In the 2018 case Mesias refused a breath test. He eventually pled guilty to the DUI and was sentenced to probation and had his license revoked. He now faces a violation of probation from that case, along with the new DUI case.

He did submit to a breath test and registered roughly 0.14, nearly double the legal limit. Mesias also had a minor marijuana case in 2010.

46-year-old Leon Maddox was arrested for trespassing at the Polo Club Publix. A manager called PBSO because Maddox was screaming and yelling at customers near the entrance. A deputy ordered him to leave the premises. Maddox then attempted to enter the store and was arrested.

Police reported an address at the Banyan Trail post office off Military Trail, but it appears Maddox is actually homeless. His court history is mostly clean.

Christopher Farnell Jr. (24) was arrested for simple domestic battery after he drunkenly attacked his father in Boca Landings (Cloud Lake Circle). Junior had felony drug arrests in 2014 and 2013.

Jennifer Maser (34) of East Boca was arrested for DUI and cocaine possession by Boca PD after a late night traffic stop. During the arrest an officer found a clear baggie with cocaine in her bra. Maser refused a breath test at the police station.

We see no prior criminal history for her.

Terry Touchton Utter is back in our crime report. She last appeared in February. This time she was arrested for buying crack cocaine in the Sandalfoot Square plaza. The 64-year-old is a resident of Bay Place in the Watergate Estates trailer park.

The police affidavit notes she has been arrested multiple times for narcotics possession. Oddly it looks like the police did not arrest the seller, nor the man who was driving the car for Utter.

Jayne Epstein (58) of East Boca was arrested for DUI. The case looks like it should be dismissed. The reason for stop looks weak. More important she agreed to a breath test and registered a legal BAC of 0.06. She did consent to a urine sample as well and that result is not back yet.

Back in 2013 Epstein was convicted of felony battery on a senior and sentenced to 8 months in jail. In that incident she also pointed a 9mm handgun at the victim, her father. She has had a few other cases in the courts.

Patricia Cestare (67) was arrested for battery after forcibly removing a short-term tenant from her house on SW 64th Way in Sandalfoot Cove. Cestare is a guitar teacher.
