Cocaine and DUI Week: Crime Report
A gorgeous model from Mission Bay was wrongly arrested for DUI. Along with that we cover several Boca residents who faced criminal accusations this week. Cocaine and DUI make prominent appearances. Plus more details on the alleged murder involving a resident of Paraiso, and other stories from Watergate Estates, Boca Pointe, Fieldbrook, and Loggers’ Run.
44 year old Raed Hamdan of Paraiso (west side of 441 south of Lexington Estates and north of the Sandalfoot Cumberland Farms) has been in the news for a charge of attempted murder that took place in East Boca. Today it was reported that the man he shot died, so the charge has been upped to murder.
Reports we’ve read indicate that Hamdan has some kind of self-defense argument, though we’re not sure how strong that will be. Portions of the police affidavit are below:

The arresting officer asserts that Hamdan’s statement is not consistent with the video.
We should note that standard advice to someone involved in a self-defense shooting is not to give any statement until after speaking with an attorney, and this is also standard practice for police who have shot someone in the line of duty.
Hamdan’s court history includes quite a few court cases, mostly traffic violations and civil litigation. There was a domestic violence case in 2017.
22 year old Jordan Reynolds was arrested for an alleged offense on Sandalfoot Blvd in the Watergate Estates trailer park. He lives just north of the trailers on the south side of Judge Winikoff.
A resident of the trailer park captured Reynolds on his home security cameras pulling down mailboxes a little after 5 am on a Saturday morning in early October. Reynolds admitted to a PBSO deputy that it was him, and that he was upset because his girlfriend was leaving him.
We see no criminal history for Reynolds. He faces multiple misdemeanor counts of criminal mischief (one for each of the four mailboxes).
23-year-old Cheyenne Grosse of the trailer park was arrested after an incident where PBSO had been called to the home regarding a possible domestic violence incident.
Reading the affidavit it appears that one of the deputies unnecessarily escalated the situation. Upon their arrival there was no indication of any actual violence or crime. Grosse was drunk and laying on the ground.
One of the deputies began to question Grosse about her child, in a manner that some might find insulting (especially if you’re drunk and overly sensitive). Grosse didn’t react well and that led to her slapping another deputy.
She faces a felony charge of battery on an officer, resisting with violence, resisting without violence, and criminal mischief. She may also face child neglect charges.
We see no prior court history for her.
Peter Vareles (46) of the Timberwalk townhomes in Loggers’ Run, was arrested for DUI and possession of cocaine in the Loggers’ Run shopping plaza. After an alleged near-miss in the parking lot a deputy noticed Vareles had an expired plate.
During the incident a deputy found a small bag with white powder in it. Two test kits indicated it was cocaine.
Vareles refused to participate in field sobriety exercises and refused a breath test. It seems odd that they did not ask him to do a blood or urine drug test since they found cocaine in the car.
Court records show an old criminal traffic case from nearly 20 years ago, and the police report indicates Vareles had a prior breath test refusal.
Detroit-born Jessica Boggess (25) now lives in the Ventura section of Mission Bay. She was arrested by PBSO up in Palm Springs and wrongly charged with DUI when she was actually sober. She reported her career as a model.
Boggess allegedly rear-ended another vehicle (no injuries). After the incident the deputy claimed Boggess smelled of an “unknown alcoholic beverage.” She admitted to having had a couple drinks four hours before her arrest.
Eventually when they had her do the breath test she registered 0.03, well below the legal limit. After she tested sober the deputy they then decided to test her for drugs with no apparent evidence she was impaired by drugs.
If she hires a good lawyer her case should be dismissed. We see no criminal history for her.
Manuel Carballo of the Alister Apartments (441 near SW 18th) was arrested for DUI. Witnesses said he turned right out of Target onto 441 southbound and rapidly changed lanes, hitting a car and causing it to roll over.
Carballo registered 0.13 on a breath test. Court records show at least one prior DUI in 2010.
Patrick Cioffi (71, Camino Del Mar condos) was arrested for DUI after a crash in the parking lot of LA Fitness near Palmetto and Powerline. Cioffi allegedly backed into the vehicle of an off-duty paramedic.
Cioffi was not cooperative with the arresting deputy and refused all tests. He admitted taking some medications and asked to be taken to a hospital. He was taken to Delray Medical Center and was uncooperative there as well, adding a charge of resisting without violence. He refused a blood test.
We see no criminal history for him but he has had a number of civil cases including condo association foreclosures.
Susan Barbaree (54) of the Lake Windwood condos near FAU was arrested by Delray PD and charged with embezzling nearly $600,000 from her employer, a property management firm owned by the wealthy and somewhat famous Harold Van Arnem (founder of Money.net). Coincidentally Van Arnem passed away around the time the investigation into Barbaree started.
The police affidavit is very detailed and it doesn’t look good for Barbaree. Records show her forging nearly $200,000 in checks, making over $170,000 in unauthorized credit card charges, and $230,000 in credit card cash advances.
Barbaree has a substantial criminal history including an FDLE record and 55 cases in our courts.
We’ve got a couple more from the Sandalfoot area. 22-year-old Darrin Hicks of Watergate Estates was arrested at the Shadowood McDonald’s after he caused a disturbance at the drive-thru window. The investigating deputy found cocaine in Hicks’ car and arrested him for possession. We see no record for Hicks.
Michael Allen (44) of the Fieldbrook neighborhood (Jog north of Clint Moore) was arrested for trespassing at the CWS Bar & Kitchen. He had been ordered off the property, came back, and then refused a deputy’s order to leave.
He has some history with a domestic battery, traffic and retail theft cases.
